This is a collection of the reports of the United Nations’ Secretary-General to the Security Council on political and human rights developments in Nepal, and the briefings to the Council by his Special Representative, Ian Martin.

It begins with the letter from the Secretary-General to the Security Council in response to the Nepali government’s request, in 2006, for help with the then unfolding peace process and ends with Martin’s departure from Nepal in early 2009.

With Martin’s frank retrospect on weaknesses of the peace process in his afterword, this compilation provides an in-depth narrative of Nepal’s political evolution during the initial phase of its transition towards peace while also serving as a valuable record of that crucial period in Nepal’s history.

Ian Martin lived in Nepal from May 2005 to February 2009, working for the United Nations successively as Representative of the High Commissioner for Human Rights, Personal Representative of the Secre-tary-General for support to the peace process, and Special Representative of the Secretary-General and Head of the UN Mission in Nepal (UNMIN). Previously, he served in UN political and human rights missions in East Timor, Ethiopia and Eritrea, Rwanda and Haiti. He was Secretary-General of Amnesty International from 1986 to 1992, and Vice-President of the International Center for Transitional Justice from 2002 to 2005. His writings include Self-Determination in East Timor: the United Nations, the Ballot, and International Intervention.
